The actions/publish-immutable-action action is not ready for public use (per its own README) and the Immutable Actions Publishing feature has been paused with no GA timeline. Remove the workflow for now; it can be re-added when the feature becomes generally available. The repository-level "immutable releases" setting (GA since Oct 2025) should be enabled separately to lock release tags and assets after publication.
